I regret that I am unable to report any improvement in the state of affairs on the frontier.: the only relics of the once large police force along our border are 20 men and a sergeant at Sham Chun. There was a big fight at Ping Wu yesterday when some soldiers went up to try and arrest some robbers, with only moderate success: yesterday morning early there was an armed robbery at Muk Fu near the Sham Chun River, by 5 men from Chinese Territory, and early last week another at Kat 0, in Mirs Bay, by a lot of men from Sun Tin across the Bay in Chinese
Territory.
It seems clear that the central authorities
will not (and perhaps cannot) take any effective steps to clear the border district of arms and armed robbers: such a note as that of June 15th. is futile, since the tatt local authorities are powerless. I think that the Chinese Government should send down sufficient troops to clear the border.
